You do not need a permit to plant trees. You do not need a permit to put in a retaining wall unless the wall is over 4 feet high. Most lots have drainage and utility easements running along the property lines so make sure when landscaping your yard you keep plantings and retaining walls that may alter drainage patterns out of the easement areas.
